Personally speaking, if I see any CA member in 0.4 systems and below I'll attack, regardless of whether or not CFS are in system too.
We need to remember that CFS' peace treaty with CA has absolutely NO effect on the CA/SA war.
Except, perhaps, that unhappy CFS members will be more willing to let us know CA's whereabouts.

No, SA went into Curse to fight the big bad pirates but all we got were a bunch of exploiters, safe-spot campers, and chicken-****s.
We mined bistot to pass the time while waiting for a real fight.
